PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
Chairman Cropp, at the request of the Mayor, introduced the following resolution, which
was referred to the Committee on the Judiciary.
To confirm the Mayoral appointment of Mr. Peter G. LaPorte as the Director of the
Emergency Management Agency for the District of Columbia.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "Director of the Emergency Management Agency Peter G. LaPorte Confirmation
Resolution of 1999".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as the Director of the Emergency Management Agency, in accordance with section 2 of the
Confirmation Act of 1978, effective March 3, 1979, (D.C. Law 2-142; D.C. Code, sec.
1-633.7) to serve at the pleasure of the Mayor of the District of Columbia.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this
resolution, upon its adoption, each to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

SUMMARY: Over 12 years of successful executive experience within State and local
government. Appointed by State and local elected officials to senior executive posts,
including the executive director of a major State agency and deputy police commissioner
for the largest police department in the world.
Special career emphasis in the development and implementation of innovative policies
and programs. Vast experience in problem-solving methods, crisis management, continuity of

ACHIEVEMENTS:
Major Career Accomplishments
- Led implementation of New York City’s nationally-recognized crime control, community
oriented policing, and anti-corruption measures. The department grew through mergers to
over 40,000 officers and employees, with a budget of over $3 billion. In 1995, the City
was recognized for the single highest reduction in overall crime within the nation. - Revitalized in two years the Commonwealth of Massachusetts Emergency Management Agency
by creating and promoting a vision of community-based emergency management and
customer-focused disaster response. - Lectured and delivered speeches at Harvard University, New York University, John Jay
college of Criminal Justice, Northeastern University, and the FBI National Academy. - Completed Senior Government Executive Project at John F. Kennedy School of Government at
Harvard, 1998.
EXPERIENCE:
MASSACHUSETTS EMERGENCY MANAGEMENT AGENCY
(May 96 to Present) Executive Director
Appointed by the Governor to lead and coordinate disaster preparedness, mitigation,
response and recovery efforts for the Commonwealth. Oversee and administer budget of
Federal, State, and private sector resources totaling over ($30 million) and direct staff
of 72. Develop public/private partnerships that enhance the readiness of the State. Design
and pursue legislative and media strategies to increase public recognition of Agency and
its mission.
Major events responded to: Floods of October 1996 and 1998; Blizzard of ’97.
NEW YORK CITY POLICE DEPARTMENT
(January 94 to April 96) Deputy Police Commissioner
Chief of Staff – Administration
Chief Executive Officer for the Police Commissioner. Oversaw development and
implementation of the policies and programs which led to the highest reduction of crime in
the entire nation. Policies were credited with a 49% reduction in homicides and more than
32% reduction in serious felony crimes in a three year period.
Principal liaison between the Commissioner. Mayor’s office and other city government
and the community. Managed department personnel and budget priorities. Coordinated
governmental, public and media presentations, often representing the Commissioner at
critical incidents. Nationally recognized for leadership and efforts in this position.
BOSTON POLICE DEPARTMENT
(February 92 to January 94) Chief of Staff in Office of Police Commissioner and
Executive Assistant to the Superintendent in Chief
Senior Representative of the Police Commissioner, responsible for oversight and
implementation of all the Commissioner’s administrative priorities. Principal liaison
between the Commissioner, city and state government officials, including the Mayor, City
Council, and the Governor. Successfully managed day to day operations of the Commissioner
and his command staff. Recognized for proactive leadership in developing the first Boston
Police Neighborhood policing Plan of Action in 1993. Secured Federal grants under the
Federal Crime Bill and other criminal justice authorities.
METROPOLITAN POLICE DEPARTMENT
(October 86 to February 92) Director of Personnel and Budget and Executive Assistant to
the Superintendent
Designed and implemented improved administrative systems, both personnel and budget,
for the Metropolitan Police Department. Responsible for fiscal planning, oversight, and
reporting of an annual budget of over $26 million. Managed the Police Personnel Office and
was accountable for pre-employment testing, hiring. promotions, and retirements.
Supervised six staff directly.
