A BILL IN THE COUNCIL
OF THE DISTRICT OF COLUMBIA
Councilmembers David A. Catania, Sandra Allen, Sharon Ambrose, Harold Brazil, Kevin
Chavous, Jack Evans, Charlene Drew Jarvis, Jim Graham, Vincent Orange and Carol Schwartz
introduced the following bill, which was referred to the Committee on the Judiciary.
To require two-thirds of Metropolitan Police Department sworn officers to be assigned
to Patrol Service Area teams
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as
"The Police Deployment Act of 1999".
Sec. 2. Definitions.
(a) "Chief" means the Chief of Police of the Metropolitan Police Department
("MPD").
(b) "Full duty" means performance of the job or position which determines the
pay scale at which compensation is received.
(c) "PSA" means a Patrol Service Area team performing street patrol duty
within a specific geographic area of a police patrol district.
(d) "Street patrol duty" means patrolling the streets and responding to calls
for service.
Sec. 3. Assignment to street patrol duty.
The Chief shall assign to street patrol duty 67% of sworn officers who are available
for full duty within 90 days of the enactment of this act. Those officers shall be
assigned exclusively to PSAs. If a sworn officer assigned to an individual PSA is
unavailable for street patrol duty for more than one assigned shift, a sworn officer from
the PSA’s patrol district support unit shall be substituted for each of the assigned
shifts until the assigned street patrol duty officer is available for full duty.
Sec. 4. Audit required.
The Inspector General shall perform an annual audit to determine whether there is
compliance with the act.

Sec. 6. Effective date.
This act shall take effect following approval by the Mayor (or in the event of veto by
the Mayor, action by the Council to override the veto), approval by the Financial
Responsibility and Management Assistance Authority as provided in section 203(a) of the
District of Columbia Financial Responsibility and Management Assistance Act of 1995,
approved April 17, 1995 (109 Stat. 116; D.C. Code §47-392.3(a)), a 30-day period of
Congressional review as provided in section 602(c)( 1 ) of the District of Columbia Home
Rule Act, approved December 24, 1973 (87 Stat. 831; D.C. Code §1-233(c)( 1)), and
publication in the District of Columbia Register.
