A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

Chairman Cropp, at the request of the Mayor, introduced the following resolution, which
was referred to the Committee on Government Relations.

To confirm the Mayoral appointment of Mr. Elliott B. Branch as the Chief Procurement
Officer for the District of Columbia.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "Chief Procurement Officer Elliott B. Branch Confirmation Resolution of
1999".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

as the Chief Procurement Officer, established by section 105e of the District of
Columbia Procurement Practices Act of 1985, effective April 12, 1997 (D.C. Law 11-259;
D.C. Code, section 1-1181.5e), to serve for one 5-year term.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this
resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

technology. Reduced Navy procurement regulations by 50% while delivering policy updates in
48 hours versus 30 days.

Strategic Planning: Reshaped an organization that focused on policy and compliance into
a communications clearinghouse with a strong consulting component significantly increased
the use of the organization’s products and services while absorbing a decrease in staffing
of over 15%.

Negotiation: Lead a Government team that settled almost $500 million in claims
submitted by a major industrial supplier. Worked with the supplier to restructure private
financing arrangements while claims were in negotiation. . . claims were settled for
approximately 1/3 of the submitted value while preserving a valued member of the U.S.
industrial base.

Information Technology & Project Management: Conceived, developed, managed, and
implemented a $200 million portfolio of electronic commerce initiatives across the
Department of the Navy that resulted in doubling of the number of procurement transactions
being conducted in a paper-less environment within one year’s time.

Communication: Instituted a series of outreach initiatives that put senior Navy
procurement leaders in direct contact with the government and industry workforce on a
regular basis to address issues of mutual concern.

Work History:

Department of the Navy, Washington, DC Project Executive Officer, Acquisition Related
Business Systems, 1997-Present — Responsible for the formulation and execution of a
$200 million multi-year effort to transform the Navy’s acquisition system from a paper
based system into one that makes robust use of electronic commerce technologies and
methods.

Department of the Navy, Washington, DC Executive Director, Acquisition and Business
Management, 1994-Present — Senior Career Civilian responsible for policy and
oversight of contract operations of a worldwide, multi-billion procurement operation.

Naval Sea Systems Command, Washington DC, 1986-1994 — Held a wide variety of
supervisory and management positions pertaining to the acquisition of major weapons
systems from the shipbuilding and defense electronics industries.

Independent Information Technology Consultant, National Center for Missing and
Exploited Children, Washington, DC, 1984-1989 — Designed, developed, implemented, and
supported the information technology infrastructure to support the organization’s
operational and administrative requirements, including the development of custom software
applications.

Naval Air Systems Command, Washington DC, 1980-1986 — Progressed from intern to
Contracting Officer while handling a broad spectrum of contracting assignments pertaining
to the acquisition of major weapons systems from the aerospace and defense electronics
industries.
