BILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

Chairman Linda W. Cropp, at the request of the Mayor, introduced the following bill,
which was referred to the Committee on Public Works and the Environment.

To authorize the issuance of grants to Keep Washington, D.C. Beautiful, Inc. for the
development and implementation of comprehensive citywide litter prevention programs.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as
the " Keep Washington, D.C. Beautiful, Inc. Grant Authorization Act of 1999.

Sec. 2. The Mayor may issue grants to Keep Washington, D.C. Beautiful, Inc. to develop
and implement comprehensive citywide litter prevention programs. The grants shall contain,
at a minimum, the following provisions requiring Keep Washington, D.C. Beautiful, Inc. to:

(1) Assist the District on beautification projects, tree plantings,
vector control programs and residential and commercial recycling programs;

(2) Monitor the cleanliness of streets, alleys, public space and
neighborhoods at least semi-annually;

(3) Implement a community education component;

(4) Secure private donations to help defray and further fund beautification program
implementation in the District of Columbia; and

(5) Submit an annual report to the Mayor, on or before March 31st, which describes the
program operations and a statement of its expenditures for the preceding fiscal year.

Sec. 3. The Mayor may appoint 2 District Government officials and 2 members of the
public to the Board and the Council Chairman may appoint 1 member of the Council to the
Board.

Sec. 4. The Council adopts the fiscal impact statement in the committee report as the
fiscal impact statement required by section 602(c)(3) of the District of Columbia Home
Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Code section 1-233(c)(3)).

Sec. 5. This act shall take effect following the approval by the Mayor (or in the event
of veto by the Mayor, action by the Council to override the veto), approval by the
Financial Responsibility and Management Assistance Authority as provided in section 203(a)
of the District of Columbia Financial Responsibility and Management Assistance Act of
1995, approved April 17, 1995 (109 Stat. 116; D.C. Code Sec. 47-392.3(a)), and a 30-day
period of Congressional review as provided in section 602(c)(1) of the District of
Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Code section
1-233(c)(1)), and publication in the District of Columbia Register.
