A BILL IN THE COUNCIL OF THE
DISTRICT OF COLUMBIA

Councilmembers Charlene Drew Jarvis and Jack
Evans introduced the following bill which has been referred to the Committee on Finance
and Revenue.

To require the Chief Financial Officer
annually to submit to Council of the District of Columbia the audit plan document which
establishes a schedule for the timely completion of the Comprehensive Annual Financial
Report that the Mayor is required to submit to Council by February 1st of each fiscal
year; and to require the CFO to notify Council when the first deadline on the audit plan
schedule is missed and to provide an explanation to Council for failure to meet that
deadline.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT
OF COLUMBIA, That this act may be cited as the "Comprehensive Annual Financial Report
Scheduling and Notice Requirement Act of 2000".

Sec. 2. A new section 47-310.2 is added to
read as follows:

"Section 47-310.2. Schedule and Notice
Requirement for Completion of Comprehensive Annual Financial Report.

"Each year in connection with preparation
of the February 1 st financial statement and report for the preceding fiscal year required
under §47-310(a)(4), the Chief Financial Officer shall prepare an audit plan document
which establishes a schedule of tasks that must be completed in order to assure that the
February 1 st submission deadline will be met. Such schedule shall be transmitted to the
Council of the District of Columbia each year by August 15th. The CFO shall notify Council
when the first deadline on the audit plan schedule is missed and provide an explanation
for the missed deadline to Council within 5 days of the missed deadline."

Sec. 3. This act shall take effect following
approval by the Mayor (or in the event of veto by the Mayor, action by the Council to
override the veto), approval by the Financial Responsibility and Management Assistance
Authority as provided in section 203(a) of the District of Columbia Financial
Responsibility and Management Assistance Act of 1995, approved April 17, 1995 (109 Stat.
116; D.C. Code §47-392.3(a)), a 30-day period of Congressional review as provided in
section 602(c)(1) of the District of Columbia Home Rule Act. approved December 24, 1973
(87 Stat. 813; D.C. Code §1-233(c)(1)), and publication in the District of Columbia
Register.
