A BILL IN THE COUNCIL OF THE
DISTRICT OF COLUMBIA
Councilmember Vincent Orange introduced the following bill, which was referred to the
Committee on Finance and Revenue.
To amend Title 47 of the District of Columbia Code to provide an increased real
property tax reduction to senior citizen homeowners with household adjusted gross incomes
of $30,000 or less.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as
the "Senior Citizen Real Property Tax Reduction Act of 2000".
Sec. 2. Real Property Tax. Section 47-863(b) of the District of Columbia Code is
amended as follows:
(a) By designating the existing language as paragraph (1); and,
(b) By adding a new paragraph (2) at the end thereof to read as follows:
"(2) For the property tax year beginning October 1, 2001, and ending September 30,
2002, and for each subsequent tax year, each person who owns and occupies Class 1 Property
that contains not more than 5 dwelling units, whether as a row, detached, or semidetached
structure, or is a single dwelling unit owned as a condominium, or which is a single
dwelling unit owned by a cooperative housing association, and who is 65 years of age
or-older shall be eligible for a:"(A) 50% decrease in property tax liability, if his or her household adjusted
gross income is less than $100,000; or,"(B) 70% decrease in property tax liability, if his or her household adjusted
gross income is $30,000 or less."
Sec. 3. Fiscal Impact.
The Council adopts the fiscal impact
statement in the Committee Report as the fiscal impact statement required by section
602(c)(3) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat.
813; D.C. Code, sec. 1-233(c)(3)).
Sec. 4. Effective Date.
This act shall take effect upon its
enactment (approval by the Mayor, or in the event of veto by the Mayor, override of the
veto by the Council), and approval by the Financial Responsibility and Management
Assistance Authority as provided in section 203(a) of the District of Columbia Financial
Responsibility and Management Assistance Act of 1995, approved April 17, 1995 (109 Stat.
116; D.C. Code, sec. 47-392.3(a)), a 30-day period of Congressional review as provided in
section 602(c)(2) of the District of Columbia Self-Government and Governmental
Responsibility Act, approved December 24, 1973 (87 Stat. 813; D.C. Code, sec.
1-233(c)(2)), and publication in the District of Columbia Register.
