A BILL IN THE COUNCIL OF
THE DISTRICT OF COLUMBIA
Councilmember Harold Brazil introduced the
following bill which was referred to the Committee on
To increase the criminal penalties for the
commission of violent crimes against taxicab drivers.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT
OF COLUMBIA, That this act may be cited as the "Taxicab Drivers Protection Act of
2000."
Sec. 2. Enhanced penalties.
Any person who commits any offense listed in
section 3 of this act against a taxicab driver licensed by the District of Columbia while
the taxicab driver was is engaged in the ordinary course of business of driving a licensed
taxicab, at the time of the offense, may be punished by a fine of up to 1 1/2 times
the maximum fine otherwise authorized for the offense and may be imprisoned for a term of
up to 1 1/2 times the maximum term of imprisonment otherwise authorized for the offense,
or both.
Sec. 3. Enumerated offenses.
The provisions of section 2 of this act shall
apply to the following offenses: carjacking, robbery, attempted robbery, theft, attempted
theft, assault with a deadly weapon, aggravated assault, rape, attempted rape, murder, and
attempted murder.
Sec 4. Fiscal impact.
The act poses no negative fiscal impact on the
budget of the District of Columbia.
Sec. 5. Effective date.
(a) This act shall take effect following
approval by the Mayor (or in the event of veto by the Mayor, action by the Council to
override the veto), approval by the Financial Responsibility and Management Assistance
Authority as provided in section 203(a) of the District of Columbia Financial
Responsibility and Management Assistance Act of 1995, approved April 17, 1995 (109 Stat.
116; D.C. is Code Sec. 47-392.3(a)), and a 60-day period of Congressional review as
provided in section 602(c)(2) of the District of Columbia Home Rule Act, approved December
24, 1973 (87 Stat. 813; D.C. Code Sec. 1-233(c)(2)), and publication in the District of
Columbia Register.
