A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Mr. Edward T.
Porcaro to the Health and Hospitals Public Benefit Corporation Board of Directors.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF
COLUMBIA, That this resolution may be cited as the "Health and Hospitals Public
Benefit Corporation Board of Directors Edward T. Porcaro Confirmation Resolution of
2000".
Sec. 2. The Council of the District of
Columbia confirms the appointment of
Mr. Edward T. Porcaro

as a member of the Health and Hospitals Public
Benefit Corporation Board of Directors, established by section 203 of the Health and
Hospitals Public Benefit Corporation Act of 1996, effective April 9, 1997 (D.C. Law
11-212; D.C. Code § 32-262.3), for a term to end December 11, 2000.
Sec. 3. The Council of the District of
Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee
and to the Office of the Mayor.
Sec. 4. This resolution shall take effect
immediately.

Presently
Mr. Porcaro is President and Chief Executive
Officer for Credential Assurance Group of America (GAGA). Mr. Porcaro, founder of CAGA;
provides the company’s overall vision and direction. Mr. Porcaro currently oversees all
business-related activities of the company including marketing and contract
administration.
In September 1997, Digital Medical Registrar,
Inc. (DMR), a health care information management firm based in California acquired CAGA.
Mr. Porcaro continues to save as President of CAGA with additional responsibilities as VP
Eastern Region for Digital Medical Registrar as well as on DMR’s Quality Management
Committee.
Experience and Achievements
He has more than twenty years experience in
the health care field including health care law, policy, and strategic business planning.
- Mr. Porcaro was the principle investigator for
CAGA’s initial HCFA funded research Project firm 1993 to 1995. The research and later
demonstration sought to develop and demonstrate an integrated information system for
centralized credentialing administration. - The success of this project has been
influential in establishing centralized credentialing as a viable approach to traditional
credentialing administration and its recognition by NCQA and the Joint Commission has
institutionalized centralized administration. - The original demonstration, located in
Milwaukee, continues to generate over 2 million dollars in annual administrative cost
savings to over 60 managed care plans in that local market. - Mr. Porcaro was directly responsible for CAGA’s
growth from an initial start up company to annual sales over $ 3 million in sales prior to
its sale. - For 10 years, Mr. Porcaro served as a
government relation’s specialist in for Met life’s Health Insurance products with
increasing responsibility for maintaining relations with state and federal regulators. In
1980, Mr. Porcaro was transferred to Washington, D.C. assuming responsibility for
establishing and managing Met’s Life’s presence before Congress and national policy
development within the industry. - Additionally, Mr. Porcaro consults with managed
cart plans, medical groups, integrated health systems and government agencies in the areas
of managed care policy. medical care liability and health care Quality Assurance - Mr. Porcaro includes among his consulting
clients the Senate Finance Committee, Virginia State Legislature, the Office of Managed
Care, Health Care Financing Administration, HHS, the Pennsylvania Medical Society,
Specialty Care Networks, Medical College of Wisconsin. Medical Imaging Network of
Louisiana, Doctors Health System, INOVA Health System, Northwestern Univ. Medical School,
American Chiropractic Association, and the Center for Substance Abuse Prevention/HHS .
From 1980-1990
Mr. Porcaro was vice president government
relations for Met Life’s health insurance operations assisting the company on health care
legislative and policy and regulatory issues for 10 years. Mr. Porcaro worked extensively
with met Life’s managed care operations on a range of policy, legislative and quality
compliance matters including HMO federal qualification for Medicare contracting and state
insurance matters.
From 1975-1980
Prior to that, Mr Porcaro was on the staff of
the Boston University. Center for Health Planning and practiced law in Massachusetts.
Education
Mr. Porcaro earned his J.D. degree in 1974
from New England School of Law in Boston and is a member of the Massachusetts Bar
Association. Mr. Porcaro’s MPH degree was awarded from the Boston University School of
Public Health in 1982, and his Bachelor of Science degree was awarded in 1970 from
University of Massachusetts – Boston:
