A PROPOSED RESOLUTION IN THE COUNCIL OF THE
DISTRICT OF COLUMBIA

To confirm the appointment of Ms.
Jacqueline Massey to the District of Columbia Housing Finance Agency Board of Directors.

RESOLVED, BY THE COUNCIL OF THE DISTRICT
OF COLUMBIA, That this resolution may be cited as the "District of Columbia Housing
Finance Agency Board of Directors Jacqueline Massey Confirmation Resolution of 2000".

Sec. 2. The Council of the District of
Columbia confirms the appointment of:

Ms. Jacqueline Massey

as a community member of the District of
Columbia Housing Finance Agency Board of Directors, established by section 202 of the
District of Columbia Housing Finance Agency Act, effective March 3, 1979 (D.C. Law 2-135;
D.C. Code § 45-2112), replacing Brenda H. Jones, whose term ended June 28, 1999, for a
term to end June 28, 2001.

Sec. 3. The Council of the District of
Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee
and to the Office of the Mayor.

Sec. 4. This resolution shall take effect
immediately.

Over 20 years experience in business
development and resident management. Skilled in the evaluation, design, and implementation
of management policies and programs for small resident businesses. Excellent communication
abilities in the preparation of contract proposal packaging, government housing
certifications and resident motivation.

CAREER HIGHLIGHTS:

Co-President Wheeler Creek Estates CDC
-1996-Present

Co-founder of Wheeler Creek Estates Community Development Corporation (WCECDC) formed in
1996. Wheeler Creek is presently a HUD funded HOPE VI site with mixed financing from
public and private partnerships. As a member of the Board of Directors of WCECDC; help to
provide leadership and direction to the governing board, membership and/or constituency of
the organization by ensuring policy development, management and program oversight.

President – Valley Green Resident Council
– 1989 to 1996

The Valley Green Resident Council consisted of residents who resided within the Valley
Green neighborhood. My duties included organizing residents around resources, industrial
policies and procedures relating to the association’s survival and needs. I was also
responsible for forming public and private partnerships that helped facilitated those
needs and resources that encouraged resident anticipation in activities which enhanced the
property on which they resided.

Board Member – Cedar Hill Community
Development Corporation – 1990-1992

Participated in the development of policies, fundraising and overseeing the activities of
the organization as it related to achieving its mission of decent and affordable housing.

Chairperson – District of Columbia Housing
Authority Resident Council Advisory Board – 1992-1993.

The District of Columbia Housing Authority Resident Council Advisory Board consisted of 60
resident council from across the city. We met monthly to dialogue with local organizations
around the city that were seeking resources and monies from both public and private
partnerships. These resources were used to assist people in communities throughout the
city with job training, education, recreational activities, and economic development.

Board Member – Max Robinson Center- 199
-1995

Ensured that patients infected with HIV/AIDS were provided services that pertained to
their individual needs (i.e., medical, housing, and employment).

Board Member- Washington Highlands
Community Organization – 1994-1998

Duties included organizing residents around resources, industrial policies and procedures
relating to the association’ survival and needs, fundraising and overseeing the activities
of the organization as it related to achieving its mission of decent and affordable
housing.

Board Member – Anacostia/Congress Heights
Partnership – 1993-1995

Helped developed services and resources for at-risk families in public, private, and
assisted housing.

WORK EXPERIENCE:

Housing Manager Assistant – D.C. Housing
Authority -1997 – Present

  • Assist the housing manager in the operation
    and management of the facility.
  • Identify problems and deficiencies.
  • Recommend appropriate corrective measures
    in such areas as maintenance, repairs, assignments and/or furnishing and equipment.
  • Coordinate maintenance and other operations
    in order to assure the timeless of maintenance alterations, minor constructions, painting,
    repairs and inspections.
  • Collect rent payments and prepare necessary
    documents leading to legal actions.
  • Provide advice and assistance to housing
    officials on routine matters pertaining to income limits, rent ranges, grievance produres
    and other related topics.

Community Coordinator/Case Manager for the
Anacostia/Congress Heights Partnership -1993 – 1995.

  • Coordinated and performed outreach
    activities as needed in public/private housing developments east of the Anacostia River.
  • Updated written monthly reports of
    activities to assist the Executive Director in periodic evaluation of community building
    activities.
  • Established and maintained a working
    relationship with resident managers, case managers, resident councils and residents on
    each property.
  • Identified and nurtured potential leaders
    in each respective community.
  • Focused on outreach activities throughout
    the Partnership service area that promoted community building.
  • Linked neighborhoods together through
    regular communication (newsletters, workshops, etc.) and through other special community
    initiatives (i.e. job fair, health fair, special holiday events).
