A BILL IN THE COUNCIL
OF THE DISTRICT OF COLUMBIA

To amend the Sex Offender Registration Act of 1996 to require the Metropolitan Police
Department to update its registry promptly. and to require new residents to the District
of Columbia who fall within the registration requirements of this Act to register with the
Metropolitan Police Department within 10 days of establishing residence in the district of
Columbia.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be
cited as the "Sex Offender Registration Amendment Act of 1997".

Sec. 2. Section 11 of the Sex Offender Registration Act of 1996,
effective June 3,1997 (D.C. Law 11-274; D.C. Code §___ ), is amended to read as follows:

"(a) A registrant shall immediately report a change of address to the police
district having Jurisdiction where the registrant has been residing.

"(b) A person who meets the registration requirements of this act who moves into
the District of Columbia from another jurisdiction shall register with the Department
within 10 days of establishing a residence in the District of Columbia, or of
reestablishing a residence in the District of Columbia if the person is a former District
of Columbia resident.

"(c) If the registrant relocates to another state, the Department shall notify the
law enforcement agency with which the registrant must register in the new state.

"(d) The Department shall ensure that the registry is updated promptly, and shall
purge outdated addressees and shall include new addresses for all registrants."

Sec. 3. This act shall take effect following approval by the Mayor (or
in the event of veto by the Mayor, action by the Council to override the veto), approval
by the Financial Responsibility and Management Assistance Authority as provided in section
203(a) of the District of Columbia Financial Responsibility and Management Assistance Act
of 1995, approved April 17, 1995 (109 Stat. 116; D.C. Code §47-392.3(a)), and a 30-day
period of Congressional review as provided in section 602(c)(1) of the District of
Columbia Self-Government and Governmental Reorganization Act, approved December 24, 1973
(87 Stat. 813; D.C. Code §1-233(c)(1)). and publication in the District of Columbia
Register.
