A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Mr. James H. Hannaham to the Zoning Commission for the
District of Columbia.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "Zoning Commission for the District of Columbia James H. Hannaham Confirmation
Resolution of 2001".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a member of the Zoning Commission for the District of Columbia, established by
section 1 of An Act To regulate the height, area, and use of buildings in the District of
Columbia and to create a Zoning Commission, and for other purposes, approved December 24,
1973 (87 Stat. 810; D.C. Code § 5-412), replacing Kerry G. (Kwasi) Holman, whose term
ended February 3, 2001, for a term to end February 3, 2005.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this
resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

ADMINISTRATOR

Career History. A seasoned Administrator with over 25 years of
"hands on" practical involvement in planning coordinating and advising on local,
national and international science, technology and education policies and programs.
Experienced in program and policy planning, analysis and execution. Facilitator with
strong expertise in project management, technology assessment, science and technology
development and international program development and coordination. Served as Head and
member of US technical assistance country assessment teams to Africa and Latin America
Provided representation to international science and technology conferences, including,
Technical Advisor to the US Delegation to the United Nations Law of the Sea Conference.
Directed Office of Congressional and Legislative Affairs for the Department of the Navy’s
Oceanography Program. Professional staff member, US Congress in both the Senate and the
House of Representatives. Served as Deputy Director of the DC Water Resources Research
Center at the University of the District of Columbia. Currently, member of the Mayor’s
Environmental Advisory Council.

Congressional Operations. As a Professional Staff Member in the
Congress working in member’s ogees and in Committees, initiated actions on a variety of
public policy issues, developed concepts, designed strategies, planned Committee hearings
and press briefings leading to enactment of legislation by the Congress.

Legislative Affairs. Established and for six years, directed an Office of Congressional
and Legislative Liaison for the Office of the Oceanographer of the Navy that successfully
generated a level of interest, understanding and credibility that resulted in a
substantial increase in agency budget authority.

Technology Assessment. During two year assignment as Consultant – Advisor to the State
Department, devised and coordinated position papers on a variety of issues for a major
UNESCO conference which served as successful vehicles for promoting US positions relating
to improving science and technology development capabilities among member nations, in
consonance with US interests in the evolving UN Law of the Sea Treaty negotiations.

International Affairs. Devised, coordinated and negotiated new and
revised bilateral agreements between the US. and foreign governments implementing specific
projects and programs for the Defense Department promoting science and technology
cooperation.

Science and Technology Development. Provided initial guidance and
direction as Head of US. Delegation to the first United Nations conference in West Africa
on Marine Technology and Development Continuing involvement as Alternate U.S. National
Training Contact for the law governmental Oceanographic Commission of UNESCO led to
significant impacts on US-Africa development strategies and programs.

Water Resources Research. As Deputy Director of the Water Resources
Research Center at the University of the District of Columbia, provided guidance and
administration over the implementation of the National Water Institute Program and its
relevance to water rich priorities, training and technology transfer impacting the
District of Columbia.

Advisor to Regional Environmental Organizations. Member, Executive Committee of the
Interstate Commission for the Potomac River Basin and the Board of Directors of the
Friends of the Potomac, key environmental organizations having important influence on
regional environmental policies and programs affecting the District of Columbia.
