Chairman Linda W. Cropp, at the request of the
Mayor, introduced the following resolution, which was referred to the
Committee on Government Operations.
To confirm the mayoral appointment of Mr. Jacques
Abadie III, as the Director of the Office of Contracting and Procurement.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF
COLUMBIA, That this resolution may be cited as the "Director of the
Office of Contracting and Procurement Jacques
Abadie III Confirmation Resolution of 2001 ".
Sec. 2. The Council of the District of Columbia
confirms the appointment of:
Mr. Jacques Abadie, III

as the Director of the Office of Contracting and
Procurement, in accordance with section 2 of the Confirmation Act of 1978,
effective March 3, 1979 (D.C. Law 2-142; D.C. Code section
1-633.7), to serve at the pleasure of the Mayor of the District of
Columbia for one 5-year term.
Sec. 3. Fiscal impact statement.
The Council adopts the fiscal impact statement in
the committee report as the fiscal impact statement required by section
602(c)(3) of the District of Columbia Home Rule Act, approved December 24,
1973 (87 Stat. 813; D.C. Code section 1-233(c)(3)).
Sec. 4. The Secretary of the Council of the
District of Columbia shall transmit a copy of this resolution, upon its
adoption, each to the nominee and to the Mayor.
Sec. 5. This resolution shall take effect

CAREER HIGHLIGHTS
With extensive experience as a Government PCO and
Director of Contracts, I have had many rewarding experiences, a few of
which are:
Supervised the contract management of major IT
projects including cost plus award fee, incentive, and fixed price
contractual arrangements. Responsible for the daily management of IT
project execution for high-tech productivity software packages, which
includes the creation of software development plans, licenses, as well as
configuration management. Developed cost-effective performance-based
statements of work which led to high customer satisfaction results.
Supervised the Contract Administration of major
projects with customers such as the Army, Navy, Air Force, Environmental
Protection Agency (EPA), and Corps of Engineers. Responsible for accounts
receivable, and developed a unique plan for proper invoicing and
streamlining payment procedures to ensure effective cash flow for
continued corporate operations. Responsible for integrated product teams
for contract administration on major hardware/software projects.
Supervised the management, planning, directing,
and execution of the procurement mission of all supplies and services at a
major U.S. Army installation as the Director of Contracts. This included
Contract Administration as well as subcontracting. Directed the
acquisition of DOL services and DEH services under the Government’s A-76
program. Supervised an office of 63 contract professionals in the
"cradle to grave" contract process within a decentralized
procurement process. Responsible for oversight of the installation’s
contract compliance program which included contract performance audits,
past performance record keeping and training of contract professionals.
Responsible for a major portion of the fielding
process of the Standard Army Automated Contracting System (SAACONS) which
runs on an Intel 320 or a Unisys 5000/80 in the UNIX or XENIX automated
environment. Designed basic Contracting/Procurement productivity software
for major enhancements to SAACONS. Developed documentation and taught the
impacts on Management Contract Production due to the implementation of the
automated system to Federal Contracting offices. SAACONS is currently
operational at 234 sites.
Saved approximately 20% in the cost of electronic
spare parts by competitive subcontracting as a Government PCO. Negotiated
with major suppliers and established competitive subcontracting
procurements as a part of major hardware procurements. Reduced critical
backorder of spare parts and expanded the role of small businesses
supplying spare parts.
Established a separate contract administration
division to handle reports, process vouchers, statistics, and all clerical
functions. Initiated a program to provide professional qualified
contracting personnel on a daily basis to supervise service contracts on
location. Reduced contractor complaints and contractual disputes by 50%,
from 100 to less than 50 a month. Reorganized contracting along functional
lines to expedite contract actions that were backlogged over 100 days.
Reduced backlog by 60% and time from contract advertisement to contract
award by 50%.
