A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT
OF COLUMBIA

To confirm the appointment of Ms. Annie Jackson to
the Board of Appeals and Review.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF
COLUMBIA, That this resolution may be cited as the "Board of Appeals
and Review Annie Jackson Confirmation Resolution of 2001 ".

Sec. 2. The Council of the District of Columbia
confirms the appointment of:

Ms. Annie Jackson

(Ward 4)

as a district member of the Board of Appeals and Review, established by
Mayor’s Order 96-27, issued March 5, 1996 (43 DCR 1367) and section
2(f)(3) of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law
2-142; D.C. Official Code §1-523.01), replacing Roger Chan, whose term
ended May 8, 1996, for a term to end May 8, 2002.

Sec. 3. The Secretary to the Council of the District of Columbia shall
transmit a copy of this resolution, upon its adoption, each to the nominee
and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

Professional Experience

1997-Present: Assistant Director, Human Resources and Training, Office
of Contracting and Procurement, Government of the District of Columbia,
Washington, D.C.

Responsible for developing and implementing organization-wide policies
and programs encompassing all aspects of human resource management
including employment, employee benefits, compensation, employee relations,
employee training, placement, organizational development, employee
assistance programs and other administrative matters.

1995-1997: Team Leader, Mayor’s Procurement Task Force, Office of the City
Administrator Government of the District of Columbia, Washington, D.C.

Directed the efforts of team members in assessing the District of
Columbia’s procurement and contracting system which resulted in
reengineering the contracting system including legislative and regulatory
changes.

1988 -1995: Served as Employee Development Specialist, Special
Assistant for Planning and Marketing, and Acting Director of Planning and
Marketing, D.C. General Hospital, Washington, D.C.

Managed media relations, community relations, pastoral care,
audiovisual services, and volunteer services personnel. Established
departmental policy, operating guidelines, and communicated hospital
policies and priorities to staff. Successfully developed, directed and
implemented several marketing and advertising campaigns and produced
collateral materials including brochures newsletters, newspaper ads,
billboards and radio ads. These campaigns resulted in increasing the
hospital’s market share in the Departments of Pediatrics, OB/GYN, Dental
Services, and Cardiac Care. Wrote Certificate of Need (CON) applications
that were approved by the District’s regulatory body for various pieces of
medical equipment and for new and expanded medical services. Prepared
testimony for presentation before the U.S. Congress, the Council of the
District of Columbia and other regulatory agencies. Responded to
legislative inquiries. Successfully planned and managed more than 50
special events and other community outreach activities. Served as a senior
advisor to the Mayor’s Interagency Health Policy Council in the drafting
of legislation to establish the Public Benefits Corporation to manage D.C.
General Hospital and other components of the District’s health care
delivery system.

1981-1988: Executive Assistant, Former Councilmember H.R. Crawford,
Council of the District of Columbia, Washington, D.C.

Served as the senior advisor and chief of staff to a member of the
Council of the District of Columbia. Supervised thirteen professional and
support staff. Supervised the drafting of legislation and coordinated
legislative hearings. Analyzed and reviewed legislative initiatives.
Prepared position papers, press statements, briefings, speeches and other
materials. Addressed constituent inquiries and complaints, raised funds
for constituent services, planned over 200 events, prepared ethics
reports, and newsletters. Represented the Councilmember in meetings with
other elected officials, government representatives, and business and
civic leaders. Served as press spokesperson.
