A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To declare the existence of an emergency with respect to the need to articulate the
Sense of the Council and its position on the District of Columbia Health and Hospitals
Public Benefit Corporation ("PBC") and the District of Columbia General
Hospital.
RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That his resolution may be cited
as the "Sense of the Council on the District of Columbia Health and Hospitals Public
Benefit Corporation and D. C. General Hospital Emergency Declaration Resolution of 2001
".
Sec. 2. (a) There exists an immediate crisis regarding the provision of health care
services to its most vulnerable residents.
(b) The PBC is expected to exhaust its funds by mid-March.
(c) The District is currently negotiating to contract with Greater Southeast Community
Hospital for the provision of health care services in lieu of the PBC.
(d) The Council has raised, and continues to express, strenuous concerns with respect
to efficacy of privatizing these services.
(e) In order to articulate the Council’s concerns formally and collectively, the Sense
of the Council on the District of Columbia Health and Hospitals Public Benefit Corporation
and D. C. General Hospital Emergency Resolution of 2001 must be adopted immediately.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstance making it necessary that the
Sense of the Council on the District of Columbia Health and Hospitals Public Benefit
Corporation and D. C. General Hospital Emergency Resolution of 2001 be adopted on an
emergency basis.
Sec. 4. This resolution shall take effect immediately.
