A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Mr. Michael V. Hodge to the District of Columbia Water
and Sewer Authority Board of Directors.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "District of Columbia Water and Sewer Authority Board of Directors Michael V.
Hodge Confirmation Resolution of 1998".

See. 2. The Council of the District of Columbia confirms the appointment of:

as a Alternate member of the Board, established by section 2(d) of the District of
Columbia Water and Sewer Authority Board of Directors Establishment and Department of
Public Works Reorganization Act of 1996, effective April 18, 1996 (D.C. Law 11111; 43 DCR
548), for a term to end September 12, 2000.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this
resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

Manages all facets of the District’s revenue bond program, including the development,
implementation and marketing of new taxable and tax exempt loan products. Managed $ 1.2
billion of transactions on behalf of hospitals, universities, businesses and associations.

1984-1992 ASSOCIATE DIRECTOR, SINGLE FAMILY SERVICES

D.C. HOUSING FINANCE AGENCY, WASHINGTON, D.C.

Served as Executive Assistant for Programs, Acting Director of Research and Director of
Single Family Loan Services. Duties included review of bond and financing documents;
administration of HUD-GNMA collateralized loan origination activities; management of loan
office; monitoring regulatory compliance of participating mortgage lenders.

1982-1984 CONSULTANT, MUNICIPAL FINANCE

OFFICE OF THE MAYOR, WASHINGTON D.C.

Primary responsibility for conduct of study of fiscal impact of delegating
revenue-raising authority to the D.C. Board of Education under alternate school finance
arrangements, based on the District’s dedication to the D.C. Board of a share of the total
tax base or total tax levy.

U.S. DEPARTMENT OF EDUCATION, WASHINGTON, D. C.

Responsible for conceptualization and conduct of a Congressionally-mandated study of
local fiscal responses to demographic change, shifts in urban school finance policy.

Director of 6 statewide School Finance Reform Projects involved in analyses of school
