AN ACT IN THE COUNCIL
OF THE DISTRICT OF COLUMBIA
To amend, on a emergency basis, the District of Columbia Taxicab Commission
Establishment Act of 1985 to authorize the Council to approve or disapprove by resolution
or act, within a 60-day review period, use of a metered system or a any proposed
limitation in the number of taxicabs by the Taxicab Commission.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as
the "Taxicab Commission Emergency Amendment Act of 1999".
Sec. 2. The second sentence of section 8(b)(1)(B) of the District of Columbia Taxicab
Commission Establishment Act of 1985, effective March 25, 1986 (D.C. Law 6-97; D.C. Code
40-1707(b)(1)(B)), is amended to read as follows:
"The Commission’s Panel on Rates and Rules shall neither impose any limitation on
the number of taxicabs that may operate in the District, nor shall it authorize a metered
system for determining taxicab fares; unless the Council by resolution or act, within a
60-day review period. approves or disapproves in whole or in part, authorization of a
metered system or any proposed limitation in the number of taxicabs;".
Sec. 3. Effective date.
This act shall take effect following approval by the Mayor (or in the event of veto by
the Mayor, action by the Council to override the veto) and approval by the Financial
Responsibility and Management Assistance Authority as provided in section 203(a) of the
District of Columbia Financial Responsibility and Management Assistance Act of 1995,
approved April 17, 1995 (109 Stat. 116; D.C. Code §47-392.3(a)), and shall remain in
effect for no longer than 90 days, as provided for emergency acts of the Council of the
District of Columbia in section 412(a) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 788; D.C. Code §1-229(a)).
