A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Ms. Audrey E. Thompson to the Alcoholic Beverage Control
Board.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "Alcoholic Beverage Control Board Audrey E. Thompson Confirmation Resolution
of 1999."
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a member of the Alcoholic Beverage Control Board, established by section 4(a) of the
District of Columbia Alcoholic Beverage Control Act, effective May 24, 1994 (D.C. Law
10-122; D.C. Code §25-104(a), replacing Dennis Bass, whose term ended May 7, 1999, for a
term to end May 7, 2003.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this
resolution, upon its adoption, each to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Professional Experience
July, 1962 through November, 1998 – Employee of the Federal Government Treasury
Department, Internal Revenue Service
Held a series of positions with progressively increasing responsibilities culminating
in July 1987 with that of Appeals Officer. From January 1982 until February, 1987 held the
position of Manager of Office Audit Group of the Examination Division in the Internal
Revenue Service. Daily, l supervised fifteen tax auditors and varying clerical staff. My
responsibilities were to assign, review and evaluate work of my subordinate staff and to
elicit regular group reports which were sent to other divisions for statistical and
evaluation purposes. When needed, l held conferences to mediate complex tax issues
considered to difficult for my staff. As a result of my outstanding performance I was
given a Superior Managerial Cash Award by the Chief of my Division. Due to my superior
skills as Manager of the Office Audit Group I was promoted to Appeals Officer in July
1987. I was responsible for settling complex, tax shelter cases that were considered
uncollectible by my predecessors. In this capacity I met with taxpayers, attorneys,
Certified Public Accountants, enrolled agents and other taxpayer representatives. I have
represented the Internal Revenue in Tax-Court Cases, have acted as a mediator between the
Government and taxpayers in small and regular tax court cases, consulted daily with
Government Trial Attorneys and have, as a result, been responsible for collecting millions
of dollars on the Government’s behalf. I handled as many as 150 cases quarterly from 1987
through 1998. These cases involved in depth computational analysis and required well honed
negotiating skills.
To help facilitate my growth and upward mobility at the Internal Revenue’ Service I
took many hours of complex management and accounting courses at various universities in
the area including in excess of twenty-four hours of accounting qualifying me as a
Government Accountant. l also attended and received certificates from courses offered
through continuing education at the Internal Revenue Service.
Retired successfully after thirty-six years of service in November, 1998.
