A BILL IN THE COUNCIL
OF THE DISTRICT OF COLUMBIA

Councilmember Jim Graham introduced the following bill, which was referred to the
Committee on Public Works and the Environment.

To amend Title 18 of the District of Columbia Municipal Regulations to suspend the
collection of fees for residential parking stickers, visitor permits, and temporary
permits until the Office of Parking Enforcement hires 2 additional supervisory parking
control aides, 30 additional parking control aides, and purchases the necessary vehicles
and uniforms for those new employees in order to adequately enforce the current
residential parking regulations.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as
the "Residential Parking Fee Suspension Amendment Act of 1999".

Sec. 2. Section 2415 of Title 18 of the District of Columbia Municipal Regulation
(Vehicles and Traffic) (18 DCMR 2415) is amended by adding new subsections 2415.4 through
2415.6 to read as follows:

"2415.4 The Director or the Mayor shall suspend collection of the fees for
residential parking stickers, visitor permits, and temporary permits until the Office of
Parking Enforcement hires 2 additional supervisor parking control aides and 30 additional
parking control aids with the necessary vehicles and uniforms to perform their functions.

"2415.5 The Director or the Mayor may commence collecting parking fees once all
additional supervisors and parking aides have been hired and equipped.

"2415.6 After Implementation of section 2415.4, if the staffing level of parking
control supervisors or aides is reduced, the Director or Mayor shall suspend collection of
parking fees for permits.

Sec. 3. Fiscal Impact

The Council adopts the fiscal impact statement in the committee report for Bill 13-162
as the fiscal impact statement required by section 602(c)(3) of the District of Columbia
Home Rule Act, approved December 24, 1973 (87 Stat; D.C. Code §1-233 (c)(3)).

Sec. 4. (a) This act shall take effect following approval by the Mayor (or in the event
of veto of the Mayor, action by the Council to override the veto), approval by the
Financial Responsibility and Management Assistance Authority as provided in section 203
(a) of the District of Columbia Financial Responsibility and Management Assistance
Authority Act of 1995, approved April 17, 1995 (109 Stat. 116; D.C. §47-392.3 (a)), a
30-day period of Congressional review as provided in section 602(c)(1) of the District of
Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Code §1-233
(c)(1), and publication in the District of Columbia Register.
