A BILL IN THE COUNCIL OF THE
DISTRICT OF COLUMBIA
To amend, on a temporary basis, section 601 of
Title 18 of the District of Columbia Municipal Regulations to allow for a one-year renewal
of new vehicle inspection stickers.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT
OF COLUMBIA, That this Act may be cited as the "New Motor Vehicle Inspection Sticker
Renewal Temporary Amendment Act of ?000".
Sec. 2. Section 601 of Title 18 of the
District of Columbia Municipal Regulations (Vehicles and Traffic) (18 DCMR § 601) is
amended by adding a new subsection 601.14 to read as follows:
"601.14 The Department may issue a
one-time, one-year renewal of a new vehicle inspection sticker issued between June 1,
1998, and May 31, 1999, without requiring safety and exhaust emission inspections.".
Sec. 3. Fiscal impact statement.
The adoption of this amendment will have no
adverse fiscal impact because the reduction in revenues resulting from the deferred
inspections will be offset by the costs saved by the reduction in the number of
inspections.
Sec. 4. Effective date.
This act shall take effect following approval
by the Mayor (or in the event of veto by the Mayor, action by the Council to override the
veto), and approval by the Financial Responsibility and Management Assistant Authority as
provided in section 203(a) of the District of Columbia Financial Responsibility and
Management Assistant Act of 1995, approved April 17, 1995 (109 Stat. 116; D.C. Code
§47-392.3(a)), a 30-day period of Congressional review as provided in section 602(c)(1)
of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C.
Code § 1-233(c)(1)), and publication in the District of Columbia Register.
