A PROPOSED RESOLUTION IN
THE COUNCIL OF THE DISTRICT OF COLUMBIA
To declare the existence
of an emergency with respect to the need to provide emergency economic
assistance to businesses suffering economic hardship and losses caused by
the events of September 11, 2001, and the closure of Reagan National
Airport.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "District of Columbia Emergency
Economic Assistance Emergency Declaration Resolution of 2001 ".
Sec. 2. (a) Reagan National Airport is a vital component of the economy
of the District of Columbia.
(b) The terrorists attacks on the United States that occurred on
September 11, 2001 and the decision by the Federal Aviation
Administration to close Reagan National Airport in response thereto have
caused economic harm to companies based in the District of Columbia that
provide services to travelers coming to or from the District of Columbia
through Reagan National Airport.
(c) Such companies will continue to suffer economic harm, thereby
threatening their longterm viability during the period of time Reagan
National Airport remains closed and thereafter due to the impact of the
terrorist attacks.
(d) Such companies promote and facilitate visitors coming to the
District of Columbia, have employees who live in the District of
Columbia and pay taxes in the District of Columbia and, accordingly,
their continued viability is critical to the future economic health of
the District of Columbia.
(e) The issuance of direct loans and loan guarantees by the District of
Columbia to such companies will help ensure the long-term viability of
such companies, preserve the flow of revenues to the
District of Columbia government, and protect employee jobs in the District
of Columbia until Reagan National Airport is reopened, travel is
normalized, and the flow of visitors to the
District of Columbia is re-established.
Sec. 3. The Council of the District of Columbia determines that the
circumstances enumerated in section 2 constitute emergency circumstances
making it necessary that the District of Columbia Emergency Economic
Assistance Emergency Act of 2001 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
