A BILL IN THE COUNCIL OF THE DISTRICT OF
COLUMBIA
To amend the Business Regulatory Reform Act of
1998 to exempt churches from the requirement to obtain a business license.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT
OF COLUMBIA, That this act may be cited as the "Religious
Organization Support Amendment Act of 2002".
Sec. 2. The Business Regulatory Reform Act of
1998, approved December 15, 1998 (D.C. Law 12-261; D.C. Official Code
§47-2851.01 et seq.) is amended as follows:
(a) In the sentence that reads "The
activities of any compact entered into by the District with any state or
political subdivision of a state; or", delete the word
"or".
(b) Delete the period at the end of the
sentence that reads "Any employment for wages or salary." and
insert the phrase "; or" in its place.
(c) Add a new section (1)(B)(iv) to read as
follows:
"(iv) The activities of a religious
denomination which are exclusively religious in nature."
Sec. 3. The Council adopts the fiscal impact
statement in the Committee Report as the fiscal impact statement required
by section 602(c)(3) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 813; D.C. Code §1-233(c)(3)).
Sec. 4. This act shall take effect upon its
approval by the Mayor (or in the event of veto by the Mayor, action by the
Council to override the veto), and a 30-day period of Congressional review
as provided in section 602(c)(1) of the District of Columbia Home Rule
Act, approved December 24, 1973 (87 Stat. 813; D.C. Code §1-233(c)(1)),
and publication in the District of Columbia Register.
