JIM GRAHAM

COUNCILMEMBER, WARD ONE

COUNCIL OF THE DISTRICT OF COLUMBIA

WASHINGTON, D.C. 20004

Chairperson

Committee on

Public Works and Transportation

Chairman

Board of Directors, Washington

Metropolitan Area Transit
Authority

October 19, 2009

The Honorable Vincent C. Gray

1350 Pennsylvania Avenue, NW, Suite 504

Washington, DC
20004

Dear Chairman Gray,

Thank you for your recent expression of confidence and
support in my continued oversight of the DC Taxicab Commission.

However, upon reflection, I have decided to voluntarily
step aside temporarily from any D.C. Council responsibilities involving
the taxicab industry. I respectfully request that the responsibility be
held at the Committee of the Whole.

Though I have committed no crime, nor am I reportedly the
target of any investigation, I want to ensure that Taxicab Commission
oversight continues without any distractions relating to the Ted Loza
indictment.

Sincerely,

Jim Graham
