Chairman Linda W. Cropp A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To declare the sense of the Council with respect to the need to take expeditious action
to explore options for locating appropriate property to ensure that the Congressional
Black Caucus Foundation remains in the District of Columbia. RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "Congressional Black Caucus Foundation Retention Sense of the Council
Resolution of 1998". Sec. 2. Findings. (a) The Congressional Black Caucus Foundation ("CBCF") is a non-profit,
non-partisan, public policy, research, and educational institution that was established by
members of the Congressional Black Caucus in 1976. (b) CBCF is currently located at 1004 Pennsylvania Avenue, S.E., but is planning to
move to the Maryland suburbs in the immediate future. (c) Since its inception, CBCF’s mission has been to encourage the participation of
African-Americans in the formation of public policy by providing information, conducting
research, and nurturing current and future policy-makers. (d) The District of Columbia, as the capital of the world, the nation’s capital, the
seat of public policy, and the center of diversity, is the ideal location for CBCF’s
headquarters. (e) The District is in the process of recovering from a fiscal crisis and must make
efforts to retain organizations such as CBCF which make substantial contributions to its
economy. Sec. 3. Based on the findings set forth in section 2 of this
resolution, the Council of the District of Columbia urges that resources be made available
to permit appropriate executive branch officials take expeditious action to explore
options for CBCF’s relocation within the District of Columbia. Sec. 4. The Secretary of the Council shall transmit a copy of this
resolution, upon its adoption, to the Mayor of the District of Columbia, the Chairman of
the District of Columbia Financial Responsibility and Management Assistance Authority, the
Chief Management Officer, the Director of the Department of Administrative Services, and
the District of Columbia Delegate to the United States Congress. Sec. 5. This resolution shall take effect immediately. |
