A PROPOSED RESOLUTION
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
Chairman Linda W. Cropp introduced the following resolution, which was referred to the
Committee of the Whole
To appoint Mr. Richard A. Hamilton, Sr. to the University of the District of Columbia
Board of Trustees Nominating Committee.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "University of the District of Columbia Board of Trustees Nominating Committee
Richard A. Hamilton, Sr. Appointment Resolution of 1998".
Sec. 2. The Council of the District of Columbia confirms the appointment
of:
Mr. Richard A. Hamilton, Sr.
5310 Central Avenue, S.E.
Washington, D.C. 20019
(Ward 7)
as a member of the University of the District of Columbia Board of
Trustees Nominating Committee established by section 202 of the District of
Columbia Public Postsecondary Education Reorganization Act, effective November 1, 1975,
(D.C. Law 1-36; D.C. Code §31-1512), for a term of 5 years.
Sec. 3. The Council of the District of Columbia shall transmit a copy of
this resolution, upon its adoption, each to the nominee, to the University of the District
of Columbia Board of Trustees Nominating Committee, and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately upon publication in
the District of Columbia Register.
Bio Sketch
For Richard A. Hamilton, Sr.
Mr. Richard A. Hamilton, Sr. is currently the President & CEO of Watkins
Security Agency of D.C. with 150 employees. He has spent more than 35 years in the area of
law enforcement and security operations serving 25 of these years as a Metropolitan Police
Detective First Class. Mr. Hamilton has spent the majority of his adult life focused on
improving the quality of life for residents of Ward Seven (7). He is the Co-founder and
Chairman of the Board for the Marshall Heights Community Development Organization, Inc.
which was established in 1980. Under his leadership, the MHCDO Board of Directors has
grown from 13 to 67 members, staff from 4 to 64 employees; and an annual budget increase
from $115,000 to well over $5.1 million. During his tenure as Chairman, MHCDO has
entertained visitors such as; Queen Elizabeth of England, former First Lady Barbara Bush,
dignitaries from France- Japan-Korea-South Africa-Brazil-Philippines, members from the
U.S. Department of State Senior Service Academy and President Bill Clinton. Mr. Hamilton
is also Co-founder of East River Park Corporation. (A for-profit subsidiary owned by
MHCDO). In 1992 he joined the Board of Trustees for the United Planning Organization and
in 1997 Mr. Hamilton joined Leadership Washington. He has also participated in monthly
discussions on neighborhood issues on Washington, DC Cable show "Community Talk"
hosted by Jerry Phillips on Channel 16. Mr. Hamilton is the recipient of numerous awards
and accolades; the Bronze Star for Valor Metropolitan Police Department; Certificate of
National Merit; Honorary Deputy Sheriff – P.G. County Maryland; Community Service
Award 6th District Police Department; United Way Gold Award and a Meritorious Public
Service Award. Mr. Hamilton was appointed to the Private Industry Council and Is
Co-founder and Chairman of Benning/Marshall Heights Coalition Against Drug & Crime.
