A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Mr. Matthew S. Watson to the Contract Appeals Board.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "Contract Appeals Board Matthew S. Watson Confirmation Resolution of
1999".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

Mr. Matthew S. Watson

Washington, D.C. 20015

(Ward 3)

as a member of the Contract Appeals Board, established by section 901 of the District
of Columbia Procurement Practices Act of 1985, effective February 21, 1986 (D.C. Law 6-85;
D.C. Code §1-1189.1), replacing Claudia D. Booker, whose term will end July 28, 1999, for
a term to end July 28, 2003.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this
resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

1975-81 — District of Columbia Auditor

The Office of the District of Columbia Auditor was established by
Congress in the District of Columbia Home Rule Act as an independent office in the City
government modeled after the United States General Accounting Office. The District of
Columbia Auditor is appointed for a fixed term of six years. I was appointed by the
Chairman and confirmed by the full City Council in February 1975 as the first City
auditor. By statute, reports were submitted to the Mayor and Council of the District of
Columbia and the Congress of the United States. The reports review performance of District
of Columbia agencies with particular emphasis on legal and operational controls. Several
reports have been cited and reprinted by Congressional committees in support of
legislation.

1974-75 — Senior Attorney

As attorney for the Field Operations and Financial and General
Management Studies Division, I participated in studies of the U.S. Marshal Service,
Federally chartered corporations, the Atomic Energy Commission and the White House among
other agencies. My assignments also included formulation of GAO policy with regard to
appeals of contract awards supported by grant funds.

Pursuant to the District of Columbia Campaign Finance and Conflict of
Interest Act (P.L. 93-376),1 was detailed to the District of Columbia Board of Elections
and Ethics where I acted as General Counsel to the Board supervising the establishment of
regulations and defending the Board in court proceedings during the first home rule
elections.

Areas of concentration – Government Contracts, Wage and Price Control

I engaged in a general practice of law with a concentration in Government contracts
including bid protests, appeals to boards of contract appeals, Renegotiation Board
proceedings and settlement of termination claims. I counseled and represented businesses
before the Wage Board and Price Commission. In addition, I handled a wide range of
business and personal matters including representation in criminal, civil and domestic
relations court proceedings and administrative hearings.

As attorney for the Task Force on Grants and the Study Group on Commercial Products, I
participated in major phases of the investigation of Federal procedure practices. I
supervised the preparation of the Preliminary Compilation of Laws Pertaining to Government
