A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

Chairman Cropp, at the request of the Mayor, introduced the following resolution, which
was referred to the Committee on Government Operations.

To confirm the Mayoral appointment of Ms. Beverly D. Rivers as the Secretary of the
District of Columbia.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "Secretary of the District of Columbia Beverly D. Rivers Confirmation
Resolution of 1999".

Sec. 2. The Council of the District of Columbia confirms the
appointment of:

as the Secretary of the District of Columbia, in accordance with section 2 of the
Confirmation Act of 1978, effective March 3, 1979, (D.C. Law 2-142; D.C. Code, sec.
1-633.7) to serve at the pleasure of the Mayor of the District of Columbia.

Sec. 3. The Council of the District of Columbia shall transmit a copy
of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

Office of the Chief Financial Officer — District of Columbia.

1/98 – 6/98 SPECIAL ASSISTANT TO THE CHIEF FINANCIAL OFFICER (CFO)

Served under the immediate supervision of the Chief Financial Officer.. Primary
responsibilities included the coordination of the CFO’s schedule, receiving and replying
to correspondence; handling constituent services; managing communication between the
Deputy CFO’s by overseeing the weekly management reporting system throughout District
agencies; coordinating tasks directed toward the agencies; responsible for special
projects such as coordinating the 1998 Strategic Planning Session, Employee Input Sessions
and CFO Agency Road shows; also responsible for hiring and managing outer office staff in
conjunction with the Executive Assistant.

10/96 – 12/97 ASSISTANT GENERAL COUNSEL FOR FEDERAL AND INTERGOVERNMENTAL
AFFAIRS

The Office of Legal and Intergovernmental Affairs supports the Chief Financial
Officer by providing legal guidance and services, legislative monitoring, coordination and
support, and intergovernmental activities.

Key Responsibilities

  • Tracked legislation at the federal level that directly or indirectly affected the
    District and coordinated with the Office of Budget and Planning to ensure fiscal and
    expenditure analyses were conducted in a timely manner.
  • Provided legal guidance and support to the CFO through written legal opinions, memoranda
    and guidelines.
  • Managed the implementation of the legislative process of the OCFO, which included:
    establishing a database to track United States Congressional and District of Columbia
    Council correspondence and legislation, and establishing a process to coordinate
    legislative analysis with fiscal impact statements.
  • Cultivated working relationships with members of Congress by coordinating regular
    meetings between the CFO and members of Congress and their staff.
  • Developed and maintained relationships between the Office of the CFO and local and
    regional governments, identifying areas of cooperation.
  • Monitored the process for responding to inquiries from the D.C. Council, Congress, or
    any other entity, as necessary.
  • Prepared briefings for Congressional Hearings as needed.

Accomplishments

  • Developed an intergovernmental affairs strategy for the Chief Financial Officer.

Henry L. Marsh III is the elected representative of the Sixteenth Senatorial
District in the State of Virginia. As his assistant, it was my responsibility to ensure
that he adequately represented a jurisdiction, which contains three cities and five
counties, addressing the needs of both rural and urban constituencies.

Key Responsibilities

  • Legislative Analysis — Reviewed, analyzed and organized all legislative
    material, correspondence and media coverage of the Sixteenth District; monitored committee
    and subcommittee meetings of which the Senator was a member or chairman; maintained
    communication with the Senator regarding all relevant legislative information; prepared
    research and evaluation of constituent demographics and assessed community needs; retained
    current information on the status of all legislation relevant to the functioning of the
    Sixteenth District.
  • Office Management — Maintained orderly function of Senate office,
    including secretary and interns; planned and coordinated documentation and information
    storage; retained all pertinent scheduling information, including invitations, travel and
    engagements; responded to constituent inquiries when appropriate; greeted office visitors;
    discussed with lobbyists the feasibility of enacting specific legislation.
  • Representation — Accompanied Senator to relevant meetings and
    conferences; attended meetings as a representative of the Senator; represented office in
    appropriate constituent functions; attended political events as necessary.
  • Communication — Coordinated communication between Senator,
    constituencies and other legislators; monitored relevant media publications for
    information of particular interest to the District; maintained an active list of media
    contacts and representatives; operated and prioritized written and telephone
    communications; established a proactive communication vehicle with the constituency.
  • Development — Planned and coordinated fund-raising events and
    receptions in support of the Senate office; established an active database of constituent
    interest and advocacy groups; analyzed, reported and interpreted financial activities and
    reports from the State impacting the Sixteenth District; participated in the development,
    organization and implementation of campaign strategy throughout the District.
