A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
Chairman Cropp, at the request of the Mayor, introduced the following resolution, which
was referred to the Committee on Human Services.
To confirm the Mayoral appointment of Ivan C. A. Walks, MD, as the Director of the
Department of Health of the District of Columbia.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited
as the "Director of the Department of Health Ivan C. A. Walks Confirmation Resolution
of 1999".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as the Director of the Department of Health, in accordance with section 2 of the
Confirmation Act of 1978, effective March 3, 1979, (D.C. Law 2-142; D.C. Code, sec.
1-633.7) to serve at the pleasure of the Mayor of the District of Columbia.
Sec. 3. The Secretary of the Council of the District of Columbia shall transmit a copy
of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Vice President/Associate National Medical Director: ValueOptions
Virginia Vice President for Design and Development of Managed Behavioral Health, Child
Welfare and overall Health and Human Services Privatization Initiatives. Responsibilities
as Associate National Medical Director include Chairing of the National Credentialing
Committee and Cultural Competence program design and implementation. Other duties include
National Medical Director representation at Academic and Industry conferences, Corporate
NCQA preparation, provider education and interdisciplinary and interagency coordination of
care. During 1998, I represented ValueOptions on the AMBHA Board of Directors while
serving on the AMBHA Executive Committee as chair of its Public Policy/Public Sector
Committee.
1995 – 1996, Los Angeles, CA
Medical Director for Managed Care: County of Los Angeles Department of Mental Health
Responsibilities included clinical design and management of the Countywide Managed Care
Program and interface with state and local officials, local community leaders, consumer
groups, other stakeholders and policy makers. Additional duties included new program and
network development as well as provider training.
1994 – 1996, Covina, CA
Medical Director of Education and Outreach Programs: Charter Behavioral Health
Systems
Responsible for design and presentation of public health focused community, consumer
and provider education programs. Areas of particular focus were Cultural Competence,
diversity training and interagency collaboration.
1993 – 1995, Los Angeles, CA
Commissioner: Los Angeles County Mental Health Commission Political Appointee of the
Los Angeles County Board of Supervisors; Supervisor Gloria Molina
Responsible for oversight of the activities of the County’s Department of Mental
Health. In order to take a more intimate role in ensuring the delivery of quality services
during implementation of the department’s new managed care initiative; I resigned to take
the position of Medical Director for Managed Care.
1994 – 1996, Los Angeles, CA
Member of the Board of Directors: The Community Health Councils Project
This not-for-profit corporation, funded by grants from the Robert Wood
Johnson Foundation and others, worked closely with local organizations and elected
officials to develop a community based approach to addressing the significant deficiencies
in the public health care systems serving residents throughout the County of Los Angeles.

CEO of a community focused provider group that provided the full range of
behavioral health and some general health screening services.

Primary Care Policy Fellowship: United States Department of Health and
Human Services: Public Health Service
As the 1993 nominee of The American Psychiatric Association to this AHCPR
coordinated Senior Public Policy Fellowship, I was one of a group of thirty nominated
senior members selected from approximately sixty invited national health policy
organizations. The purpose of this fellowship was to train individuals in senior level
positions across the country to understand and influence healthcare public policy at the
local and national levels. The fellowship included both training by staff from and
training sessions held at The White House, Congress, HCFA and other key federal agencies.

Trans-Cultural Psychiatry Fellowship: UCLA Neuropsychiatric Institute
This two-year fellowship focused on the impact of cultural factors on both
the delivering and receiving of behavioral and public health related services.

Ivan C. A. Walks, M.D., Vice President and Associate National Medical
Director
ValueOptions’ Associate National Medical Director Ivan C. A.
Walks, MD is a neuropsychiatrist who has completed a two year fellowship in Transcultural
Psychiatry, the United States Department of Health and Human Services’ Public Health
Service Senior Primary Care Policy Fellowship, and was a Los Angeles County Board of
Supervisors Appointee as one of its Mental Health Commissioners. Dr. Walks served as a
member of the Executive Committee of AMBHA (The American Managed Behavioral Healthcare
Association) and chaired its Public Policy/ Public Sector Committee. He has participated
in several government sponsored health policy initiatives and was selected as a
facilitator for the White House Conference on Mental Health.
Dr. Walks is a member of the federal workgroup that created the
consensus CMHS/SAMHSA Cultural Competence Standards. He is also a member of the CMHS
National Panel of Experts that developed the Cultural Competence Performance Measures for
Managed Behavioral Health Care Programs.
Dr. Walks’ contributions as a member of the American Psychiatric
Association Board of Trustees resulted in his being selected to represent American
Psychiatry as a member of the historic International Delegation of Psychiatric Leaders
that traveled to The Vatican for an audience with Pope John Paul II. The California
Legislature, The California State Department of Education, The NAACP, and others have
recognized Dr. Walks’ contributions in the public policy arena. Dr. Walks has also offered
legislative testimony and lectured on public health issues in education. He was a featured
presenter at the California State Legislature Education Summit and has presented his
original research at several national Education as well as Healthcare conferences.
Dr. Walks brings a valuable insight into the operations of public
systems and human services organizations. His perspective facilitates both development of
the critical interconnections needed between public health, mental health, education, and
prevention services and fostering of the collaboration needed for truly culturally
relevant and community based public/private partnering.
