What Is DCWatch?

Agenda describes itself as "a private organization created [in 1995] to
bring together people, institutions and resources from the private, non-profit, and
government sectors to address the pressing issues in Washington. It provides information,
technical assistance and resources to improve the governance and the quality of life in
the city. DC Agenda seeks to make the District of Columbia ‘a city that works’ by
improving the level of understanding about the challenges facing the District and by
acting to support innovating efforts to meet those challenges."

"DC Agenda is
currently focusing its activities in the following policy areas: fiscal and governance;
economic development; and youth, family and neighborhood development. DC Agenda acts in
partnership with existing organization to perform a myriad of essential functions which
might not occur if an organization like DC Agenda did not exist."

DC Agenda was originally formed by the Federal City Council, a business organization,
in cooperation with several government officials in former Barry administrations. Many
believe that its original purpose was to act as a private, unofficial transition committee
for the incoming 1995 Barry administration. It is very well connected within both the
local and federal governments, and represents the interests of large businesses and of the
corporations organized as non-profits that receive substantial contracts with the city
government.

The DC Agenda Support Corporation, a non-profit organization, is chaired by Carol
Thompson Cole, the former City Administrator in the third Barry administration, who
represents its interests while she also works as the special advisor on the District of
Columbia in the White House Office of Management and Budget. The president and project
director is James O. Gibson, a former senior administrator in past Barry administrations,
who is currently a senior associate with The Urban Institute.
